3 NUMMER 5 / OKTOBER 2026 Grondcongestie Ik kende de term nog niet: ‘grondcongestie’. In een gesprek dat ik had met een projectleider civieltechnische werken. De ondergrond zit zo vol met kabels, leidingen, riolering, warmtenetten en huisaansluitingen, dat er vaak geen plek meer is voor bomen of ondergrondse afvalcontainers. Grond- of netcongestie: het is hoog tijd voor een integrale aanpak, vanaf de eerste planvorming. We zijn in Nederland vaak nog steeds gewend om de processtappen tijdens ontwerp en uitvoering achter elkaar te zetten. Daardoor lopen we vaak tegen het probleem aan, dat de volgende stap nauwelijks is te maken, door beslissingen tijdens vorige stappen. Probeer bij een herinrichtingsplan van openbare ruimte maar eens ruimte te vinden voor bomen, als de ondergrond langs de wegen vol ligt met nutsleidingen. “Groen komt later wel”, is de veelgehoorde kreet. Een pijnlijke constatering, omdat de rol van groen in stedelijke gebieden steeds belangrijker wordt om hitte-stress tegen te gaan, biodiversiteit te vergroten en afvoer en bufferring van regenwater te verbeteren. Daarnaast is veel groen prettig voor ons welzijn. Waarom dan niet al vanaf de eerste digitale streep rekening houden met plantruimte voor bomen? NETCONGESTIE Hetzelfde probleem speelt bij woningbouwplannen die vertragen door netcongestie. Veelal is de opgave: bouw een x aantal woningen in vooraf bepaalde categorieën. Draai die opgave nu eens om: wat is de beschikbare netcapaciteit en hoe kunnen we binnen die capaciteit een woningbouwplan realiseren? Denk aan zonne- en windenergie, warmte- en koude-opslag, wijkgebonden energie-opslag en energieverdeling en aanleg van warmtenetten. De mogelijkheden zijn er, maar komen pas in beeld als het plan al volledig is ontworpen. Traditionele patronen moeten we doorbreken om voldoende woningbouwplannen te blijven realiseren en ook om stedelijke gebieden leefbaar te houden. Dus groen en een minimale energievraag. Kun je lekker in de schaduw van een boom je auto opladen met de energie die je zonnepanelen hebben opgewekt. COLUMN ING.
